Penny is a leading specialist on the use of forest-based activities for climate change mitigation, she has worked in the area since 1999, during which time she has been significantly involved in the development of standards for accounting and the design of offset program requirements. While working with Forests NSW she was responsible for the creation of the first scheme-approved offset credits from forests; this was within the NSW Greenhouse Gas Reduction Scheme (NSW GGAS), she was also significantly involved in the development of rules for the NSW GGAS. She has been extensively involved in the standardization of forest GHG accounting; she was one of the co-lead authors to ISO 14064-2, participated as a road tester and reviewer for WRI/WBCSD’s GHG Protocol for Project Accounting and as one of the core drafters for their LULUCF Guidance for GHG Project Accounting. As Det Norske Veritas’ Global Forestry Manager she was responsible for accreditation and delivery of consulting and auditing services to all the GHG programs inclusive of forests, including the CDM, North American, and voluntary programs. In her current role she provides advice relating to project development, offset program development and domestic and international policy relating to forest based-activities.
